3-month specific training modules for masonry, painting, plastering, plumbing, electrical wiring, carpentry, welding, mechanics, tiling, operating equipment (rollers, excavators )

Assess skills requirement at local, regional, national and international levels. Provide counseling to Labours visiting the Labours chowk.

Work with labours educational institutions on various trainings and various job opportunities available in India.
Provide information on training/ employment options to Labours from rural, semi urban and urban areas as well as from disadvantaged sections of the society.
Connect job-seekers and employers through portal, job fairs and other mean such as Industry placement.
Provide training to college drop outs through specially empanelled training providers.
Establish15 model career management centres by end of 2016.Five Model Career Centres to be made operational by December 2015 and remaining 10 to be made operational by Dec 2016

States given flexibility to choose model for operating career centres (State funding, PPP-Industry Association Sponsorship/Company Sponsorship/Pvt. Owned/Partial Ownership, CSR funds, etc.
Outcome-based monitoring - No. of Labours / industry provided counselling; no. of Labours placed through various channels; job fairs conducted, etc.

Potentially, the target group for skill development comprises all those in the labour force, including those entering the labour market for the first time (12.8 million annually), those employed in the organized sector (26.0 million) and those working in the unorganized sector (433 million) in 2004-05. The current capacity of the skill development programs is 3.1 million. India has set a target of skilling 500 million people by 2022. will discharge the following functions

Coordinate and harmonize the process for skill development of labours among various State / Central Ministries / Departments, State Governments, the National Skill Development Centers (NSDC) and the private sector.

Anchor and operationalize the National Skills Qualifications Framework (NSQF) to ensure that quality and standards meet sector specific requirements.

Be the modal agency for State Skill Development Missions

Raise extra-budgetary resources for skill development from various sources such as international agencies, including multi-lateral agencies, and the private sector

Evaluate existing skill development schemes with a view to assessing their efficacy and suggest corrective action to make them more effective.
